Syrian terror group a threat to US, says intelligence chief (AFP) / 30 January 2014 James Clapper says Syrian regime now may have the ability to produce biological weapons on a limited scale. Syria’s civil war serves as a “huge magnet” for terror groups while sub-Saharan Africa has become a “hothouse” for extremists, US intelligence chief James Clapper warned on Wednesday. Presenting an annual intelligence assessment of global threats, Clapper described a mounting danger from militants aligned or inspired by Al Qaeda, even as the terror group’s core leadership has been steadily weakened in Pakistan. The raging conflict between President Bashar Al Assad’s regime and rebel forces has lured Al Qaeda-linked militants to Syria, where they could possibly prepare to mount attacks on the West, Clapper said. “Syria has become a huge magnet for extremists” who can now recruit, train and equip a growing number of militants there, he told the Senate Intelligence Committee. America’s intelligence agencies estimated that there were about 26,000 “extremists” operating in Syria out of a total opposition force of 75,000 to 110,000, Clapper said. The conflict had attracted roughly 7,000 foreign fighters from some 50 countries, mostly in the Middle East and Europe, he said. The presence of the hardline militants was of “tremendous concern” among US allies, particularly among European governments, who fear foreign fighters will return home to carry out attacks, he said. “We’re seeing now the appearance of training complexes in Syria to train people to go back to their countries, and, of course, conduct more terrorist acts,” he said. Clapper said Syria resembled the semi-autonomous tribal belt in northwest Pakistan, which has served as a sanctuary for the Taleban and members of Al Qaeda. Echoing Clapper’s comments, Mathew Olson, head of the National Counter-terrorism Center, said “a permissive environment, extremist groups like Al Nusra and the number of foreign fighters combine to make Syria a place that we are very concerned about, in particular the potential for terrorist attacks emanating from Syria to the West.” Clapper also offered a warning on advances in Syria’s biological weapons programme. Although Syria has agreed to eliminate its large arsenal of chemical weapons, the regime now may have the ability to produce biological weapons on a limited scale, he said. “We judge that some elements of Syria’s biological warfare programme might have advanced beyond the research and development stage and might be capable of limited agent production, based on the duration of its longstanding programme,” he said. Clapper offered no further details, but it was the first time officials had stated publicly that spy agencies believed Syria had made significant strides in its biological programme. Neither Assad nor the rebel groups appeared able to achieve a decisive victory on the battlefield in the next six months, said Clapper, adding that the war would further foment Sunni-Shia sectarian tensions across the region. Clapper also said America’s 16 intelligence agencies believed sub-Saharan Africa would “almost certainly” experience more security turmoil in 2014, as the region had turned into an incubator for extremists. “The continent has become a hothouse for the emergence of extremist and rebel groups, which increasingly launch deadly asymmetric attacks, and which government forces often cannot effectively counter due to a lack of capability and sometimes will,” Clapper said in written testimony to senators. He said countries in the Sahel region, including Chad, Niger, Mali and Mauritania, faced the threat of terror attacks due to their backing of a French military intervention in Mali launched a year ago. The region also faced pressures from swelling youth populations and “marginalised” ethnic communities that are frustrated over a lack of government services and jobs, according to Clapper. The annual report from the intelligence community addressed Ukraine’s dramatic political stand-off, describing President Viktor Yanukovych as “firmly intent” to hold on to power. The Ukrainian leader appeared prepared to resort to force or other illegal means to prevail against popular protests, according to Clapper. A Russian aid package to Ukraine signed in December will prevent a financial crisis in the “short term” but will increase Kiev’s dependence on Moscow and leave it vulnerable to Russian pressure, he wrote. Clapper denounced an avalanche of leaks from former intelligence contractor Edward Snowden, saying the disclosures of National Security Agency eavesdropping had put diplomats, spies and soldiers at risk and damaged foreign partnerships. An agreement has paved the way for professionals from the health ministry to work freely across the country. The move is expected to further enhance the quality of healthcare in the UAE and also counter any staff shortages. Shaikh Mohammed and Shaikh Hamdan at the 39th Arab Health Exhibition & Congress at the Dubai International Convention & Exhibition Centre on Wednesday. — Wam His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, on Wednesday attended the signing of an agreement for the unification of licences for medical practitioners in the country, on the sidelines of his visit to the Arab Health Exhibition and Congress at the Dubai International Convention and Exhibition Centre. Also present was Shaikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai. “A new step on the right path in order to unify the regulations, laws and procedures governing this noble human profession,” said Shaikh Mohammed while commending the signing of the agreement.  The ruling will be applicable within the next three months. The agreement was signed by Minister of Health, Abdul Rahman bin Mohammed Al Owais, Director-General of the Dubai Health Authority (DHA) Essa Al Maidoor, and Dr Maha Barakat, Director-General of the Abu Dhabi Health Authority (Haad). Health authorities of Dubai and Abu Dhabi had signed an agreement in 2012 to allow medical professionals of both emirates to work freely for each other. The move was followed by Dubai Healthcare City. Wednesday’s signing now allows professionals from the health ministry to work for the authorities and vice versa. Over 200 professionals from the DHA have been licensed by Haad since the agreement  and vice versa. Commenting on the agreement, Al Maidoor said: “We are living in one country…we have doctors and technical staff in different fields of medicine who change their places between the emirates. “So in this way we are unifying when the doctor is tested or interviewed by any of the authorities, he practice freely between any other emirate,” he said. “This will be more flexible, unify the requirements between the emirates and guarantee the quality of work,” he added. Al Maidoor said that a legislation would govern the agreement and in case of violation, action would be taken. Currently, there are 18,000 licensed professionals in the private and government health sector in Dubai and 22,000 in Abu Dhabi. No comment was available from the health ministry. Health professionals, however, said that though it would now be easier to share expertise and experience especially in some sub-specialties of the medical field, general practitioners may not be able to benefit much. Dubai airport sets record with 60 million annual passengers Abdul Basit / 30 January 2014 World’s second busiest international hub crosses 60m passengers mark for the first time. Last year was a record and historic year for Dubai International airport as the world’s second busiest international hub crossed 60 million mark for the first time following a record-breaking December with six million passengers, again first time. Annual passenger traffic of 66.4 million, up 15.2 per cent compared to 57.68 million recorded during 2012, represents the airport’s highest total ever thanks to network expansion and monthly passenger numbers which exceeded five million for 12 consecutive months, its operator Dubai Airports revealed in a statement on Wednesday. Dubai International has become renowned for breaking records and the 15 per cent rise in traffic in 2013 to over 66 million passengers comes as little surprise, according to a senior aviation analyst. “Despite regional difficulties, Dubai Airport is still pulling in business faster than any other airport in the world. This stunning growth led by stalwart Emirates and the worlds fastest growing low fares airline flydubai have been instrumental in capturing that growth,” Saj Ahmad, chief analyst at London-based StrategicAero Research, told Khaleej Times. Passenger numbers in December reached six million, an increase of 13.6 per cent compared to 5.32 million recorded during the same month in 2012. Dubai International continues to benefit from the efficiencies offered by the large number of wide-body jets that operate into it with the average number of passengers per aircraft movement rising to 198 in 2013, up 4.5 per cent from the 189 recorded in 2012. Aircraft movements in 2013 reached 369,953, up 7.5 per cent compared to 344,245 movements recorded during 2012. Aircraft movements in December totalled 32,832, compared to 30,945 movements during the same month in 2012, an increase of 6.1 per cent. During the year a total of 28 new passenger destinations were added thanks largely to the expanding networks of Dubai-based airlines flydubai and Emirates bringing the total passenger destinations served by Dubai International to 239. “It was truly a historic year for Dubai’s aviation sector highlighted by the successful opening of Concourse A, the world’s largest and only facility purpose built for the Airbus A380; and the launch of passenger services at Al Maktoum International at Dubai World Central. 2014 is set to be another eventful year, featuring continued traffic growth, network expansion and the ongoing enlargement and upgrade of our facilities and runways,” Dubai Airports chief executive officer Paul Griffiths said.
