Happiness, welfare of citizens our priorities: Mohammed Staff Report / 24 February 2014 Vice-President says UAE to be one of the best countries by 2021 His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has praised the directives of the President, His Highness Shaikh Khalifa bin Zayed Al Nahyan, to review the applied programmes in the various government departments to ensure the happiness and welfare of citizens. Shaikh Mohammed, Lt-Gen. Shaikh Saif, Shaikh Mansour and senior officials being briefed about the work mechanism of e-portal on the sidelines of the Cabinet meeting in Abu Dhabi on Sunday. — Wam Shaikh Mohammed’s comments came during the Cabinet’s meeting at the Presidential Palace here on Sunday as they discussed the second report of the UAE Government review. “While evaluating the federal government review, we are aspired to learn from our experiences and prepare ourselves to serve this country,” Shaikh Mohammed said. “Since the very beginning, Shaikh Khalifa has been following up our work continually. Our priorities are the happiness and welfare of the citizens as they are the way and final objective of our development plans; moreover, innovation in the development of government work is limitless,” Shaikh Mohammed said in the introduction of the report. Shaikh Mohammed added: “We learned from our previous experiences that government’s strategies and plans require a clear vision. Initiating from this concept, we directed our teams to build on the vision that the United Arab Emirates will be one of the best countries in the world by 2021.” Addressing the Cabinet, Shaikh Mohammed said: “We would like review our work every now and then because we expect our government to be number one in everything; we want to increase our competitiveness in every sector.” Shaikh Mohammed explained that the world is changing and developing, and the development plans taking place in the UAE require continuous revision to keep up with ambitions and expectations. Shaikh Mohammed said: “The past four years were not just full with achievements, but challenges as well. Again, the United Arab Emirates had proven that the hard work and dedication will benefit the country and the nation.” During the meeting, the Cabinet reviewed the second UAE Government review 2010-2013. The report follows the first edition that covered the period 2006-2009. Composed of eight chapters, the report reviews the federal government activities in social development, economic development, foreign policies, government development, security and justice, infrastructure, environment and citizen and development. The Cabinet has also approved the re-appointment of Board of Emirates Investment Authority for three years. The board is chaired by Shaikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs; and Vice-Chairman Mohammed Abdullah Al Gergawi, Minister of Cabinet Affairs; Sultan bin Saeed Al Mansouri, Minister of Economy; Obaid Humaid Al Tayer, Minister of State for Financial affairs; and a number of experts are its members. It also restructured the Human Resources Development Committee in Banking and Financial Sector under chairmanship of Humaid Mohammed Obeid Al Qattami, Minister of Education. The act comes in compliance with the leadership’s Emiratisation agenda aiming to build and develop national capabilities in various sectors including banking and finance. The Cabinet has also approved several rules and regulations and amended number of laws. Moreover, the Cabinet has agreed to host the World Congress on Communication for Development 2014. It endorsed a number of recommendations from the Federal National Council (FNC) on policy of the National Media Council on boosting the media laws in the UAE. They included training of national cadres and emiratisation of media posts nationwide. The Cabinet approved the request of the FNC to discuss the policy of the Ministry of Health in a drive to upgrade the health system. In the field of international agreements, the Cabinet has approved number of cooperation, commercial, economic and judicial agreements with Japan, Benin, Morocco, Armenia and Hungary in addition to an investment protection agreement with India. The Cabinet has also approved number of air transport agreements with Afghanistan, El Salvador and Burkina Faso. The meeting was attended by Lt. General Shaikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior; and Shaikh Mansour bin Zayed. On the sidelines of the Cabinet session, Shaikh Mohammed and ministers registered in the e-portal project. They were briefed about the work mechanism of e-portal, which speeds up travel procedures for citizens, expatriates and visitors with entry visas, while departing or entering into the country. Earlier the Ministry of Interior conducted the media campaign to educate public about the benefits of e-portals. Healthcare is a right and gets highest priority: Mohammed Staff Reporter / 5 February 2014 VP calls on all the local and federal healthcare facilities to unite efforts to provide best medical treatment. Receiving quality healthcare services is a right for every Emirati as it is directly related to the society’s welfare and happiness, His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, said on Tuesday, adding that citizens’ health hence would get the highest priority. Shaikh Mohammed instructed that practical measures should be placed in action to apply the national regular medical checkups programme for all citizens. He called on all the local and federal healthcare facilities to unite efforts to provide best medical treatment and to raise the UAE healthcare sector to the international standards. Shaikh Mohammed and Minister of Health Abdul Rahman Al Owais at the Government Innovation Lab sessions at JW Marriott in Dubai on Tuesday. — Wam Shaikh Mohammed’s remarks came during his participation in the Government Innovation Lab organised by the Ministry of Health at the JW Marriott Hotel in Dubai. Pursuant to directives from the President, His Highness Shaikh Khalifa bin Zayed Al Nahyan, Shaikh Mohammed urged stakeholders in the public and private healthcare sector to unify their efforts to develop the medical services, construct a quality healthcare system and provide best services to people aiming to improve the quality of life. In the presence of Shaikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai; Shaikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai; Mohammed Al Gergawi, Minister of Cabinet Affairs; Abdul Rahman Al Owais, Minister of Health; and Essa Al Maidoor, Director-General of the Dubai Health Authority, Shaikh Mohammed exchanged ideas with participants and listened to their views about the development of healthcare services in the UAE. Shaikh Mohammed issued directives to launch the implementation phase of the mobile healthcare services programme to provide services in remote areas, especially for senior citizens. “I want to deliver healthcare services to people wherever they are, and I do not want any citizen to suffer in this aspect as it is the government’s duty to reach people at any time and in any place and provide medical treatment with the same quality we provide in other government services,” he said. During his visit to the Government Innovation Lab, Shaikh Mohammed approved a study for the establishment of a specialised medical training centre, and directed stakeholders to speed up the process to complete the establishment of the centre to provide continuing training programmes for medical cadres and train them on the latest developments the medical field. He also reviewed recommendations of a study conducted on the national regular medical checkups programme. “The UAE Government utilises its full capacity to support creative and applicable initiatives that shall contribute to achieving the community’s health and happiness and assuring quality healthcare services for citizens, in the fastest way possible,” Shaikh Mohammed said. He lauded the efforts of the team that complete the medical cadres’ standardisations unification initiative. The team was composed of the Abu Dhabi Health Authority, the Dubai Health Authority and the Ministry of Health. Shaikh Mohammed also praised the interactive response of the Ministry of Health with the instructions and initiatives that he launched through the Government Innovation Lab held recently at Sir Bani Yas. Initiatives aiming to improve healthcare services launched after the Cabinet retreat include: – Approving the launching of the mobile healthcare programme to serve citizens in remote areas specially senior citizens. – Launching a programme to evaluate hospitals and medical practices. – Approving the national regular medical checkups programme. – Establish specialised professional cadre for the public healthcare sector and develop occupational path. – Unify accreditation procedures for medical doctors and healthcare workers nationwide. – Introduce unified national standards for hospitals in the UAE. – Launching the cancer screening programme aiming to diagnose and treat cancer in its early stages. – Approving the establishment of national database for all medical records to facilitate patients’ transferring between hospitals. – Approving a set of procedures to control obesity and encourage healthy lifestyle. – Introduce a strategy to establish a medical research and development centre in cooperation with academia. – Establish a unified national record for cancer patients. – Launching the UAE Board as regional reference for all medical specialisations. – Launch a specialised training centre, with international standards, to train and qualify workers in the medical field. – Increase the appeal of nursing as a profession and introduce a programme to attract nationals to this occupation. – Launch a comprehensive programme to increase awareness about healthy lifestyles as preventive measure. – Establish unified standards for healthy diet in public and private schools. news@khaleejtimes.com For more news from Khaleej Times, follow us on Facebook at facebook.com/khaleejtimes , and on Twitter at @khaleejtimes Continue reading

Medical professionals can practise across UAE Asma Ali Zain / 30 January 2014 Shaikh Mohammed attends signing of an agreement for the unification of licences for medical practitioners in the country at Arab Health Congress. An agreement has paved the way for professionals from the health ministry to work freely across the country. The move is expected to further enhance the quality of healthcare in the UAE and also counter any staff shortages. Shaikh Mohammed and Shaikh Hamdan at the 39th Arab Health Exhibition & Congress at the Dubai International Convention & Exhibition Centre on Wednesday. — Wam His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, on Wednesday attended the signing of an agreement for the unification of licences for medical practitioners in the country, on the sidelines of his visit to the Arab Health Exhibition and Congress at the Dubai International Convention and Exhibition Centre. Also present was Shaikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai. “A new step on the right path in order to unify the regulations, laws and procedures governing this noble human profession,” said Shaikh Mohammed while commending the signing of the agreement. The ruling will be applicable within the next three months. The agreement was signed by Minister of Health, Abdul Rahman bin Mohammed Al Owais, Director-General of the Dubai Health Authority (DHA) Essa Al Maidoor, and Dr Maha Barakat, Director-General of the Abu Dhabi Health Authority (Haad). Health authorities of Dubai and Abu Dhabi had signed an agreement in 2012 to allow medical professionals of both emirates to work freely for each other. The move was followed by Dubai Healthcare City. Wednesday’s signing now allows professionals from the health ministry to work for the authorities and vice versa. Over 200 professionals from the DHA have been licensed by Haad since the agreement and vice versa. Commenting on the agreement, Al Maidoor said: “We are living in one country…we have doctors and technical staff in different fields of medicine who change their places between the emirates. “So in this way we are unifying when the doctor is tested or interviewed by any of the authorities, he practice freely between any other emirate,” he said. “This will be more flexible, unify the requirements between the emirates and guarantee the quality of work,” he added. Al Maidoor said that a legislation would govern the agreement and in case of violation, action would be taken. Currently, there are 18,000 licensed professionals in the private and government health sector in Dubai and 22,000 in Abu Dhabi. No comment was available from the health ministry. Health professionals, however, said that though it would now be easier to share expertise and experience especially in some sub-specialties of the medical field, general practitioners may not be able to benefit much. Some UAE national specialists are already allowed to work between both emirates.
