House prices up for third month in a row across whole of UK

House prices have risen across all parts of the UK for the third consecutive month in October whilst stocks continue to fall, the latest residential market survey shows. The residential report from the Royal Institution of Chartered Surveyors (RICS) says that prices are expected to rise by 4.5% per annum over the next five years, a cumulative increase of around 25%. It also says that new sales instructions extend their streak of uninterrupted decline stretching back to February but although sales growth has paused, expectations remain a little more positive. In October some 49% more chartered surveyors saw house prices rise across the UK, compared to 44% more in September. As prices rise in all areas of the UK, East Anglia has consistently seen the fastest rises over the last three months and 91% more chartered surveyors reported seeing a rise rather than fall in prices in October. In contrast, 25% more chartered surveyors saw prices rise in London over the last three months, with only 5% more expecting a rise in prices in the capital over the next three months, the lowest reading across the UK over this time period. However the 12 month view for the capital is still relatively strong. Contributing to the rise in prices across the country, demand from potential buyers grew across the UK in October with 12% more respondents seeing a rise in new buyer enquiries. The report also shows that demand continues to considerably outpace supply and the number of new instructions has decreased for the ninth month in succession, with 10% more chartered surveyors reporting a fall. The supply of new stock to the UK market has been in decline since the middle of 2014, with the number of new instructions only increasing in one of these months. Despite the lack of new stock to the market, sales activity is relatively healthy and following a small pick-up in agreed sales in September, activity was little changed this month across the UK. This chimes with HMRC transactions data, which continues to see the number of sales rising consistently over the year. In the UK lettings market, demand is also continuing to outpace supply in the three months to October. This has been the trend nationally for some time, with the growth in demand outstripping that of supply since 2009. Unsurprisingly, rental expectations remain strong and respondents continue to expect rents to rise over the year ahead. Rental growth is anticipated to accelerate to an average of just under 5% per year over the coming five years. ‘It is hard to get away from the issue of supply when it comes to the current state of the housing market. Call for UK property sales to be more transparent to get rid of dodge foreign investors

The UK Government is being urged to launch a promised policy to make ownership of property in the UK fully transparent and deliver on its plan to make sure there is no laundered money going into the real estate market. With more buyers from countries like Russia, China and the Middle East looking to invest in property in London there have been concerns that unscrupulous buyers could be using property to hide their wealth and assets. In July the Government committed to tackling corrupt money in UK property, but so far it has not published plans or a timeline for their consultation on providing more transparency over foreign and offshore ownership of UK property. Now the National Association of Estate Agents (NAEA) and Transparency International are calling for the consultation to get underway as quickly as possible. Mark Hayward, NAEA managing director, said that a recent documentary From Russia with Cash demonstrated that there is still not absolute clarity in relation to anti-money laundering among those in the property sector, despite the very clear legislation in place and regular training and updates from within the industry. ‘It is now time to step up the level of scrutiny that the sector comes under to ensure that a small minority of agents do not support criminal activity and those that do are appropriately sanctioned,’ he added. Top end of prime central London property market still seeing low activity

Buyers in the prime central London property market are still cautious with the £5 million plus sector seeing particularly low activity levels, according to new research. There is an increasingly polarised market in this sector where growth is still being seen at the lower end and high end sales are limited in volume, according to the latest statistics covering the third quarter of 2015 from Strutt & Parker. ‘Whilst some commentators are predicting falls in values across the market, we believe these positions are being disproportionately impacted by the £5 million plus segment of the PCL market, which has experienced particularly low activity levels in 2015,’ said Stephanie McMahon, head of research at Strutt & Parker. A total of 720 properties were sold during the third quarter of 2015, a fall of 3.7% compared to the same period last year. Compared to the five year quarterly average, the total volume of transactions were 17% down and flats remain the preferred purchase, accounting for nearly 57% of . The research also shows that the downturn in price growth in 2015 has reduced the number of these properties entering the market as discretionary vendors are willing to wait for prices to recover. This is matched by increased buyer caution as Stamp Duty reforms, an accumulation of recent tax revisions aimed at high net worth property owners, and a strong pound, have discouraged foreign investors from entering the UK market. Overall, this has resulted in investors taking longer to make decisions and considering alternatives. These trends look set to continue for the remainder of 2015 with the ultra-prime segment likely to show zero and in some cases negative growth. However, sellers placing properties on the market that are sensibly priced and good quality will continue to do well. ‘Since the summer break, increasing activity in PCL shows that buyers and tenants are making the most of relative aligning of asking prices. There is no doubt that confidence is on the up and the considerable tax changes of the last few years are now being regarded as the new norm,’ said Charlie Willis, head of London residential at Strutt & Parker. The data also shows that there were 3,936 property lets agreed in PCL during the third quarter of 2015, which was just 1.9% below the five year quarterly average. Zoë Rose, head of London lettings at Strutt & Parker, explained that the PCL lettings market has experienced a slowdown, particularly affecting the three and four bedroom mid-market. ‘That said, demand for one and two bed properties from young professionals remains robust and uncompromising. Properties that are well presented continue to rent successfully,’ she added. ‘The prime London markets have slowed over the past 12 months with the spate of intervention from the government, combined with a strong pound.
