Housing and Finance Institute praises UK housing policies

Former British Prime Minister David Cameron and his then Chancellor George Osborne introduced strong housing policies that can achieve their target of a million new homes by 2020, it is claimed. Their housing legacy is the strongest for a generation and more than 750,000 homes were built during their term of office with final figures to be released in the coming months. According to Natalie Elphicke, chief executive of The Housing and Finance Institute, it is wrong to assume that Theresa May has inherited a full blown housing crisis and that not enough homes being built. ‘It is true we have some serious housing challenges, but it is also a fact we have made some extraordinary steps forward since David Cameron and George Osborne took control of the tiller in 2010. For two politicians perceived to be masters of spin and presentation, they failed to sell their ground breaking housing achievements while in government,’ she said. ‘But they really did preside over record breaking house building, a reformed planning policy and a package of reforms that leave our housing industry in a much stronger position than when they took office six years ago. Cameron and Osborne’s is the strongest housing legacy of any government for over 35 years,’ she added. She believes that Osborne put housing at the heart of Britain’s recovery and growth strategy, committing over £38 billion of public money into the sector and says this is a scale of public finance housing support that has not seen since the post war era. ‘Financial commitment has been matched by root and branch reform across all parts of government which impact on housing, planning, public finances, local government finance, local government powers and the government’s entire public land estate,’ she explained. A key part of their programme was giving back control to councils and Elphicke explained that a recovery which worked for everyone needed to devolve power to find local solutions. This included money, direct access to billions of pounds which could be borrowed directly by councils for housing, growth and community building through the Housing Revenue Account settlements and Prudential Borrowing. ‘There has been wholesale reform of planning through the introduction of the National Planning Policy Framework. This is helping councils and housing businesses alike understand what housing is needed and where. Action has been taken on empty homes, on better utilisation of existing social housing stock and on keeping Britain building,’ she pointed out. The HFI has identified the flagship Help to Buy scheme as a key driver to their success. Often misanalysed as a demand side boost, the original Help to Buy scheme was a supply side boost to address the immediate challenge that volume house builders faced, which was that new buyers did not have the higher deposits necessary to secure a mortgage after the credit crunch. Economy slowing and lower oil prices affecting Abu Dhabi’s rental markets

Average housing rents in Abu Dhabi have fallen for the first time in three years, driven by thousands of job cuts and an increase in the cost of living. The first signs of long expected falls in housing rents in Abu Dhabi started to appear in the second quarter, according to new reports from property brokers JLL and CBRE. Residential property rents in Abu Dhabi have fallen for the first time in three years at a time when jobs are being cut and the cost of living is increasing. The average rental price of a prime two bedroom apartment fell by 2% in the second quarter of 2016 compared with the first quarter, according to the latest report from real estate services firm JLL. The latest report from property firm CBRE also shows that there was a 2% fall in apartment rents in the second quarter of the year while it adds that villa rents fell by an average of 1%. ‘While supply remains stable, the reduction in demand has now started to cause vacancy rates to nudge upwards, indicating we have now reached a tipping point with rents declining for the first time in three years,’ said David Dudley, head of JLL’s Abu Dhabi office. The firm believes that plans by the state owned oil company Adnoc to cut 5,000 jobs by the end of the year, and staff cuts at other government companies, means fewer people are attracted to the emirate and apartments are left empty. JLL is forecasting that rents will fall further this year as more expats and their families are expected to leave as their tenancies expire at the end of the academic year. ‘We expect the impact of these job cuts and reduced incomes to become more pronounced over the summer, as some people look to either leave or downsize. This will push vacancy rates up further and cause rents to decline,’ explained Dudley. The CBRE report also points to a drop in incomes as being behind demand falling for rental apartments with tenants looking for cheaper lets due to a combination of falling wages, a reduction in allowances and benefits, the removal of fuel and water subsidies and a new 3% municipality fee on Abu Dhabi expat rentals. ‘With economic challenges expected to continue in the short term, we anticipate further deflation of high end luxury rates as reduced corporate demand creates a more tenant led market,’ said Matthew Green, head of research in CBRE’s office. He believes that with just 14,500 new homes expected to come to the market over the next two and a half years, around 5% of the current housing stock most of which will be aimed at the upper end of the market, rents for more afford¬able homes are likely to remain fairly flat. ‘With limited stock against current requirements, rental rates for affordable units have remained steady with minimal fluctuation recorded against the general slowdown observed in the upper segments,’ he added. UK rental market sees no Brexit effect so far

The decision by the UK to leave the European Union has not yet affected the country’s private rental market with rents, supply and demand not changing significantly after the vote in June. The latest monthly report from the Association of Residential Letting Agents (ARLA) says that the rental market is stable, with little to no movement in terms of rental costs. While some 12% ARLA agents reported an immediate dip in rent, an overwhelming 77% saw no change. This contradicts expectations, as prior to the result some 19% predicted rents would increase and 20% expected them to fall while 61% thought they would stay the same. Similarly, the supply of available properties and demand for housing remained the same immediately following the result. Some 67% of ARLA members reported no change in supply and a further 64% reported no change in the number of prospective tenants looking for properties. However, since the result 45% of letting agents have witnessed uncertainty from landlords looking to let properties, which could cause waves in the rental market over the coming months. ‘The rental market has responded to Brexit in a calm fashion, with no immediate fallout amid extreme political and economic uncertainty. What we need is some certainty from the new Government that housing remains a priority with the rental market playing a central,’ said David Cox, ARLA managing director. ‘For example, we want to avoid a situation where institutional investors start pulling away from the market because ultimately this will impact tenants by squeezing supply further and pushing up rents,’ he explained. ‘Although we’ve seen some hesitation from landlords this is relatively mild and it’s important they do not act in haste. Any inevitable longer term changes will then be taken on board with greater ease,’ he added. The report also shows that month on month, demand for rental accommodation was up in June, as was the supply of properties managed on letting agents’ books. There were 37 prospective tenants on average registered per ARLA member branch in June, up 12% from 33 in May. The supply of rental properties rose by 3% in June, from 171 in May to 176 properties on agents’ books this month. ‘If one thing is clear following Brexit, it’s that supply and demand remains a real issue in the rental market. If supply continues to dwindle against growing demand, no matter what the eventual implications of Brexit are, renting will become more difficult and expensive for tenants,’ Cox concluded.
