Asking prices down across England and Wales post Brexit vote

The price of property coming onto the market in England and Wales has fallen by 0.9% or £2,647 with momentum continuing due to a supply shortage, according to the latest asking price report. Activity is within usual expectations for the run-up to the summer holiday season and buyer demand in the two weeks since the European Union referendum result is consistent with 2014 although down on 2015. The monthly report from property portal Rightmove points out that the same period in 2015 benefitted substantially from a post general election boost so enquiries this year are down 16% compared to that period. It adds that as 2014 was not distorted by the election it is a better basis for comparison, and buyer enquiries are at the same level as the like for like two weeks in 2014. Since 2010 the month of July has recorded average price falls of 0.4%. The Rightmove data shows that new seller asking prices fell by 1.2% or £7,407 this month in Greater London while in inner London they fell by 2.3% or £19,051. The seven cheapest inner London boroughs all saw price of newly listed property falling while asking prices in outer London were unchanged. Asking prices fell by 0.7% month on month in the North East, taking the average to £147,251 but are still up 0.3% year on year. In the North West they fell by 0.5% month on month to £176,277 and are 3.6% higher than a year ago and in Yorkshire and Humber they were down 2.1% month on month to £172,412, and up 1.3% year on year. In the West Midlands month on month prices were down 1.6% to £200,129 and still up by 3.6% year on year while in the East Midlands they were down 0.2% month on month to £190,192 and are up 3.9% year on year. The East of England saw asking prices fall by 0.7% to £313,255 but they are 7.3% up compared to a year ago. In the South East they fell 0.6% to £386,988 and are up 6.7% year on year while in the South West they were down 0.4% to £286,155 and up 5.2% year on year. In Wales asking prices fell by 2.3% month on month, taking the average price of a newly listed home to £177,280 but prices are 2% up compared to July 2015. According to Rightmove, most agents report market momentum continuing due to shortage of suitable property for sale, buyers fearful of missing out on scarce choice, and affordability and availability of low mortgage rates. Sellers seem undeterred as compared to the same period last year, the two weeks pre-referendum saw the number of new properties coming to market down by 8%, and the two weeks post referendum saw them up by 6%. Asking prices up in England and Wales but down in London

Asking prices in England and Wales have reached a record high despite the looming vote on the future of the UK in the European Union, the latest index report shows. Housing market momentum continues to push up the price of property coming on to the market up with a rise of 0.8% or £2,320 to new high of £310,471, according to the June report from property portal Rightmove. Desire to buy and lack of supply is affecting the market with the time to sell falling to 57 days, the fastest ever measured by Rightmove. But there is some signs of referendum associated uncertainty with fewer new sellers coming to market as new properties for sale were down 5.3% compared to average at this time of year with the most reluctant being owners of larger homes with four or more bedrooms who have dropped by 6.6%. A breakdown of the figures show that in the North East asking prices increased by 0.1% month on month and 3.1% year on year to an average of £148,662 while in the North West they were up 2.2% month on month and 4.2% year on year to £183,482. In the West Midlands there was a month on month rise of 1.4% and year on year asking prices were up 4% to an average of £209,273 and in the East Midlands up 0.6% and 4.8% respectively to £198,090. There was a month on month rise of 0.6% in Yorkshire and Humber and year on year asking prices are up 2.6% to an average of £178,388 while in the East of England they were up 1.2% and are now 9.4% above a year ago at £338,499. In the South West there was a 1.4% month on month rise and year on year an increase of 5% to an average of £302,022. In the South East asking prices rose 0.7% month on month and are 6.9% higher year on year. In Greater London price growth is slowing with a month on month fall of 0.2% and asking prices are now 4.8% higher than a year ago at £643,117. Meanwhile growth has been steady in Wales, up 1.4% month on month and 6% year on year to £185,145. Overall, there have been price rises every month so far in 2016, showing that the uncertainty associated with the EU referendum has failed to halt this year’s upwards price momentum, according to Miles Shipside, Rightmove director and housing market analyst. He pointed out that this is in contrast to the run-up to the May 2015 general election, when the electoral uncertainty resulted in a price fall of 0.1% in the month of the election. ‘This year the first quarter buy to let surge has exacerbated the shortage of suitable property for sale, and with ongoing buyer demand fuelled by cheap mortgage money, there appears to be greater resilience. Buy to let industry hits out at extra property tax to be introduced next year

There has been a furious reaction to the UK Government’s plans to introduce an increased rate of Stamp Duty for property investors purchasing buy to let properties and those buying a second home from April 2016. Stamp Duty will be calculated at an extra 3% on top of the basic rate if a property is for buy to let purposes, bringing in some £880 million for the Treasury by 2020. But large corporate investors will be exempt from the charge, the Chancellor of the Exchequer has announced. But the industry is furious, saying that it will result in house prices being pushed up between now and next April as would be landlords wanting to extend their portfolios do so before the new rate comes in, then it could result in a catastrophic drop in buy to let investment which would in turn force up rents due to a shortage of supply. David Cox, managing director of Association of Residential Letting Agent (ARLA), described the move as a ‘catastrophe’. He pointed out that it is a bitter blow to landlords coming on top of recent changes to mortgage interest tax relief and the annual wear and tear allowance. ‘Increasing tax for landlords will increase rents and reduce property standards for tenants. To make owning a BTL property financially viable, landlords will need to pass on the increased stamp duty costs to tenants, who will in turn see less spent on maintaining their property and of course see increased rents,’ said Cox. ‘The changes will also deter new landlords from entering the market, pushing the gap between dwindling supply of available property and growing demand even further apart, which will also in turn push up rental costs. In London, where demand is so strong and last year’s stamp duty changes hurt, rather than helped, will see tenants having the greatest burden to bear,’ he added. Richard Lambert, chief executive director of the National Landlords Association, believes that it will cut off future investment in private properties to rent. ‘The exemption for corporate investment makes this effectively an attack on the small private landlords who responded to the housing crisis by putting their own money into providing homes by the party that they put their faith in at the election,’ he said. ‘If it’s the Chancellor’s intention to completely eradicate buy to let in the UK then it’s a mystery to us why he doesn’t just come out and say so,’ he added. David Gibbs, partner at Alliotts Accountants, pointed out that not only will buy to let investors be hit with additional stamp duty on purchase but also a requirement to pay capital gains tax within 30 days of a sale. ‘Investors will face a hike of 3% on stamp duty for all buy to let purchases from 01 April 2016.
