New curbs on carrying rupees to India Issac John / 17 February 2014 Under the amended Customs Baggage Declaration Regulations Indian citizens will no longer be required to fill immigration forms when they return from abroad. Passengers entering India through its international airports will have to specifically declare Indian currency at the customs if the value exceeds Rs10,000. Effective from March 1, under the new customs rules, passengers arriving at the country’s 19 international airports, will also have to specifically declare, for the first time, prohibited goods and dutiable items, including gold jewellery and gold bullion exceeding the free allowance. However, under the amended Customs Baggage Declaration Regulations Indian citizens will no longer be required to fill immigration forms when they return from abroad. They have to fill up the immigration form only when they go out of the country. In a new detailed form, passengers will have to give details of countries visited in the past six days and mention the passport number on the new customs declaration form. A notification issued on February 10 by the finance ministry said from March 1, passengers must fill out a new detailed customs form that also asks them to declare number of baggage, including hand baggage. The new ‘Indian Customs Declaration Form’ will be different from the detachable perforated strip, which is a part of the current immigration card. For the first time the Declaration Form carries additional fields for declaration of dutiable and prohibited goods, which will help authorities in checking customs duty frauds and keep a record of gold jewellery and bullion being brought into the country. Old fields like declaration of satellite phone, foreign currency exceeding $5,000 or equivalent, aggregate value of foreign exchange including currency exceeding $10,000 or equivalent, meat, meat products, dairy products, fish or poultry products and seeds, plants, fruits, flowers and other planting material have been retained in the new format. Male passengers are now allowed to carry gold worth up to Rs50,000 and female passengers twice as much. Non-resident Indians can take foreign exchange, but they have to declare amounts exceeding $5,000 or equivalent or when the total value of foreign exchange (currencies, travellers cheques) exceeds $10,000. India’s has 19 international airports in Srinagar, Amritsar, Jaipur, Delhi, Ahmedabad, Guwahati, Nagpur, Mumbai, Kolkata, Hyderabad, Goa, Bangalore, Chennai, Calicut, Coimbatore,Tiruchirapalli, Cochin, Trivandrum and Port Blair. In August 2013, the Reserve Bank of India slapped new foreign exchange controls restricting the amount of dollars Indian companies and individuals can spend overseas, and banned people from buying property in foreign countries and imposed fresh curbs on gold imports as part of a strategy to shore up the rupee. Under amended rules, an individual can spend $75,000 from the earlier $200,000 in any given year. Sharjah records 10 per cent surge in tourist arrivals Lily B. Tourist arrivals in Sharjah will certainly see a significant rise this year as the emirate puts on its crown as the “Capital of Islamic Culture” in the world. The old heritage area in Sharjah. -KT file photo Even before the end of 2013, the Sharjah Commerce and Tourism Development Authority (SCTDA) recorded an impressive 10 per cent increase in tourist arrivals, specifically 1,391,632 international tourists visiting the emirate from January to September 2013 as against 1,263,908 over the same period in 2012. Mohammed Ali Al Noman, SCTDA Chairman, highlighted the sustained and steady growth of Sharjah’s hospitality industry and its strong fundamentals. Over 4,000 events will highlight the celebration of Sharjah as the ‘Captial of Islamic Culture’, jointly sponsored by SCTDA and various government agencies. The tourism come-on activities are anchored by Sharjah Light Festival, Sharjah Water Festival and Sharjah Tourism Excellence Award. All these are expected to lure tens of thousands of tourists more this year to the emirate that is home to authentic Arab and Islamic cultural heritage. In an exclusive interview with Khaleej Times , Al Noman said the authority expects the number of international arrivals to significantly go up as interest in Sharjah, its authentic Arab and Islamic cultural heritage and a wide range of world-class events and entertainment, grows with this year’s celebration. With the Sharjah Light Festival, the first of its kind in the region, that concluded on February 14, illuminating a number of landmarks and historical buildings across the emirate, Al Noman said that five, four and three-star hotels in Sharjah City, Khorfakkan, Kalba and Dibba are experiencing 100 per cent occupancy rate. “This is the main objective of having big events to lure in positive way tourists to come to Sharjah and to UAE. We have 9,573 hotel rooms, and a number of new hotels and luxury resorts coming up in Sharjah. With investments pouring into the hospitality sector, the number of hotel rooms is expected to reach 12,000 by 2015 to keep pace with the growth of tourist numbers.” Latest tourist profile statistics shows 37 per cent (509,481 tourists) are from GCC, 33 per cent (455,489 ) from Europe, 14 per cent (192,715 ) from Asia, 13 per cent (178,268 ) from other Arab countries, two per cent from America, and one per cent each from Africa and the Pacific Region. “We have continuously developed the tourism sector through our affiliation and commitment to the travel agencies. We have lots of participation with travel agencies internally by holding seminars, training and presentations. Our job is not just creating events but we also support others such as the Sharjah International Book Fair, fourth biggest in the world, organised by Sharjah’s Department of Culture and Information; and the Sharjah Heritage Days handled by the Heritage department in the Department of Culture and Information in Sharjah. All events revolving around arts, culture, heritage and traditions do not have to be done by one department alone,” Al Noman says. He says that SCTDA is a destination development department, and Sharjah has laws on licencisng of tour guides. “We have done lots of training for the tour guides by affiliating them to Sharjah University. We train tour operators, front-line staff of hotels and others in the travel industry on the culture an heritage of Sharjah and the UAE.” Al Noman says that SCTDA will launch, in few weeks from now, training for taxi drivers, concierge and front desk teams on its various touristic sites in Sharjah to beef up their capability to direct tourists around and make their visits very memorable. “In this way, they will come again and again. UAE to invest $10 billion in 10 years in homeland security: US study (Wam) / 16 February 2014 UAE spending on airport security is estimated to reach $57.7 million by 2015, with a view to increase investment on homeland security, economic development and rapid population growth. The UAE is set to double its spending on homeland security from $5.5 billion to more than $10 billion in the next 10 years, according to a US study on security and safety resources. Moreover, the study, published in the 2013-2014 annual report of the US Department of Commerce’s International Trade Administration, showed that the UAE spending on airport security is estimated to reach $57.7 million by 2015, with a view to increase investment on homeland security, economic development and rapid population growth, to curtail regional unrest and the increased complexity of potential threats. The 2014 International Exhibition for Security and National Resilience (ISNR), which will run from April 1-3, at the Abu Dhabi National Exhibition Centre (Adnec), will discuss the results of the study extensively. The ISNR will cover three main platforms: homeland security and risks prevention; critical infrastructure security; and information security. ISNR Abu Dhabi will also be collocated with two new launch events, namely; the Fire and Emergency Middle East (FEME) Exhibition; and the Occupational Safety and Health Middle East (OSH ME). Major-General Staff Dr Obeid Al Kutbi, Deputy Commander-in-Chief of Abu Dhabi Police and Chairman of the Higher Organising Committee of the ISNR Conference and Exhibition (ISNR Abu Dhabi, 2014), stressed that homeland security is a top priority for the UAE, in light of the social and economic development and growth witnessed by the country. “The UAE investments in security constantly reflect our quest to overcome the challenges and achieve security and safety for our community and our visitors,” indicated Major-General Al Kutbi. “The 2014 International Exhibition for Security and National Resilience represents an important opportunity to meet the increasing need to develop sophisticated surveillance programmes, and to reduce the risks to our security and our safety. It will also provide the perfect platform for Emirati officials to review the best practices and strategies offered by international safety and security experts,” added Major-General Al Kutbi. The ISNR Abu Dhabi 2014 is expected to attract 400 exhibitors from more than 25 countries. It will play host to 15,000 recognised senior security, safety and risk prevention professionals from across the Middle East. This year’s edition of ISNR Abu Dhabi will also bring together representatives of government bodies, exhibitors and buyers; offering UAE government decision-makers the opportunity to meet with top security industry professionals and exhibitors, and obtain solutions to meet their specific needs in the area of safety and security under one roof. International Exhibition for Security and National Resilience will be preceded by the International Conference on Security Challenges on March 31 at the Armed Forces Officers Club. The conference will discuss and address emerging global homeland security challenges, and highlight the necessary security-related preventive measures.
