More than 50% of UK developers and builders plan to increase construction this year
More than half of developers and builders in the UK are planning to increase housing starts and completions over the next 12 months, according to a new survey report. Some 56% said they were planning to recruit more skilled workers in the next three years but many want to see more resources in local authority planning departments, the House Building Report 2016 from real estate consultants Knight Frank shows. Indeed, some 30% said making the planning process for public sector land more streamlined would help boost development numbers and 57% said they had not seen an increase in access to public sector land. On top of this 73% said the cost and availability of labour will have a negative impact on future housing supply at a time when it is at the centre of the national and local political debate. The expanding UK population, a structural historical undersupply of new housing and a slowdown in movement up and down the housing chain is now injecting a sense of urgency into the need to deliver more new build property, the report points out. . Over the last five years, the UK Government has made significant changes to the planning system, introduced schemes to boost development and put pressure on local authorities and public bodies to sell surplus land. While there has been an increase in housing delivery, but the supply of new build homes is still lagging demand on an annual basis, disregarding the historical shortfall. The country’s largest housebuilders, along with the Home Builders Federation (HBF), have recently pledged to help deliver one million homes by 2020, recognising that there needs to be ‘significant further action from the housebuilding industry’. The report assesses the next steps required to address the need for housing over the coming years. For example, the need to address the increasingly onerous levels of pre-commencement conditions applied in some planning permissions and the length of time taken to sign them off. The report points out that official house building data released each quarter from Department for Communities and Local Government (DCLG) shows that some 152,440 new homes were completed across the UK in 2014/2015 and Knight Frank estimates that this will rise to around 172,000 in 2015/2016. New quarterly data on English new build completions show a 12% rise in 2015/2016 to just under 140,000. However, separate retrospective data published by the DCLG shows that 155,080 new homes were completed in 2014/2015. ‘This suggests that the quarterly data is underestimating total house building across England,’ said Grainne Gilmore, head of UK residential research at Knight Frank. ‘Whatever data is considered, there has been a significant step up in the delivery of new homes over the last few years and large house builders are now constructing 60% more homes than in 2010,’ she added. Official data shows home building starts falling in England in first quarter of 2016
The UK government has pledged to build a million new homes in the next five years but the latest construction figures show that in the first quarter of 2016 building starts were down. The data from the Department of Communities and Local Government (DGLC), shows that there were 35,530 house building starts in England, down 3% when compared to the final quarter of 2015. Completions were estimated at 32,950, some 9% lower than the previous quarter and 3% lower than a year ago while annual housing starts totalled 139,680 in 2015/2016, up by 12% compared with 2014/2015. This highlights that the first three months of 2016 saw a slowdown’ A breakdown of the figures show that private enterprise housing starts were 3% lower in the March quarter of 2016 compared to the previous quarter whereas completions were 7% lower. Starts by housing associations were 9% lower compared to the last quarter and completions 24% lower. Overall starts are now 107% above the trough in the March quarter of 2009 but 27% below the March quarter 2007 peak. Completions are 33% above the trough in the March quarter 2013 and 32% below their March quarter 2007 peak. Starts were broadly steady from 2003/2004, averaging around 44,000 units each quarter until late 2007. Starts were strongly affected by the economic downturn from the start of 2008 when there was a period of rapid decline to a trough in the March quarter of 2009. Completions increased gradually from 2003/2004 reaching a similar level to starts by 2007. Completions fell more slowly than starts during the downturn, but over a longer period. The data reveals that from 2009 starts began to recover and during the next two years both series converged and levelled out. More recently, despite fluctuations, starts and completions have started to grow again gradually. The slower start to the year is echoed in figures from the National House Building Council (NHBC) which show a fall of 8% in new home registrations with the NHBC over the past three months compared with the previous three. During the quarter there were 25,133 new home plots registered in the private sector, a 10% decrease compared to last year’s 27,809. In the public sector there were 8,118 new homes registered, which is a 3% decrease compared to last year’s 8,402. However, there was an increase in February. The 12,181 new homes registered in February 2016 was 4% higher than in February 2015. February’s total was made up of 9,632 private sector homes and 2,549 from the public sector. Growth came entirely from the private sector which saw an increase of 6% compared to the same period last year. There were 33,251 new home registrations in the rolling quarter December 2015 to February 2016, fall of 8% on the same period 12 months ago. Property sales up over 20% month on month due to property tax change
Property sales in Scotland increased by 21% month on month to record the strongest March for homes sales in eight years, the latest index figures show. The rise was partly due to buy to let landlords rushing to beat the extra 3% property tax imposed on additional homes at the beginning of April, according to the index report from Your Move. The data also shows that Midlothian recorded record high house prices and the fastest increase in sales, rising 48% in the first quarter of 2016 year on year while overall property values were up 0.8% month on month in March, the quickest rise since August 2015. However year on year property prices in Scotland are down 9.7% year on year, taking the average house price to £169,379. Christine Campbell, Your Move managing director in Scotland, pointed out that sales in Scotland were not as high as elsewhere in the UK where transactions soared by 60% month on month in March. She said that the more modest increase in Scotland may have been due to John Swinney announcing the property tax changes a month later than George Osborne, so many second home buyers may not have had time to plan their investments. But Scottish sales for the first quarter of this year are still well above the same period in 2015, up 18% year on year and Campbell explained that the construction of new homes in Midlothian has enabled the area to become the only place in Scotland where house prices stand at a record high in March. She also pointed out that while house price growth is down year on year, it’s important to remember that this was due to the huge spike in house prices back in March 2015, following a rush of sales brought forward to avoid the introduction of the LBTT. ‘But with buy to let landlords opting to buy flats and other more affordable properties, this hasn’t translated into too much price turbulence. House prices have generally risen by between 0.01 and 0.8% each month since July 2015, which suggests the current spurt is healthy and sustainable,’ said Campbell. She also pointed out that an uplift in million pound home sales has propelled East Renfrewshire up the rankings in March, with house prices in the area increasing faster than anywhere else in Scotland, up 8.1% month on month.
